·We would like to know if you receive any error message or error code when trying to play the game.
Please check for any error message or error code in event viewer. Steps to follow:
i.Click Start, in the search box type in Event viewer
ii.In event viewer windows, expand Windows logo
iii.Select Application and check.
If you have any error code or error message please reply back to help us troubleshoot better.

·What is the option you are selecting in compatibility tab while installing the game?
In compatibility center of windows 7 SimCity 4 is compatible, here is the link you may refer to: http://www.microsoft.com/windows/compatibility/windows-7/en-us/Search.aspx?type=Software&s=SIMCITY%204%20deluxeTelephone game sentence.

Try installing the game normally, as the game is compatible with windows 7 and check if it helps.
